On August 29, 2024, the Federal Bureau of Investigation announced a $25,000 reward for information leading to the arrest and conviction of Cindy Rodriguez-Singh, the mother of missing Everman boy Noel Rodriguez-Alvarez who is presumed dead. Rodriguez-Singh has not been seen since March 22, 2023, when she boarded a plane for Turkey with a final destination of India along with her husband and six other children, but left behind Noel, who had serious disabilities including a chronic lung disease that required medical treatment and occasional oxygen treatment.
The investigation into Noel’s disappearance led to serious criminal charges against Rodriguez-Singh, who was indicted in October on capital murder in the boy’s death, even as authorities continue searching for the child’s body. In addition to capital murder, she faces two counts of injury to a child, one count of abandoning a child without intent to return, and a federal charge of unlawful flight to avoid prosecution. Chad Yarbrough, the special agent in charge of the FBI’s Dallas Field Office, declined to comment on whether investigators believe Rodriguez-Singh is still in India, but confirmed that authorities to that point had been unsuccessful in locating and extraditing both Rodriguez-Singh and her husband, Arshdeep Singh, back to Texas.
Cindy Rodriguez Singh became the 537th addition to the FBI’s Ten Most Wanted Fugitives List on July 1, 2025. The next month, she was successfully located by Indian authorities after fleeing to India in March 2023. Singh remained at large for over two years before being apprehended. The FBI coordinated an international effort involving the government of India, the U.S. Department of State, the FBI’s attaché office in New Delhi, the FBI International Operations Division, and the FBI Criminal Investigative Division to facilitate her transfer back to the United States. On August 21, 2025, Singh was successfully returned to U.S. custody and placed in the Tarrant County Jail, where she now faces capital murder charges in connection with her young son’s disappearance. This capture represents a significant victory for international law enforcement cooperation, demonstrating that fugitives cannot escape justice by crossing borders.
